Visa application through Accredited Agencies
As the result of an overall review of visa application procedures, it is decided that all visa applications
except cases indicated un 2 below must be made at the Consulate‐General of Japan at Manila through
the agencies accredited by the Consulate‐General, effective 30th July, 2007. From the date onward, the
Consulate‐General of Japan at Manila as well as the consular office in Cebu and Davao, will no longer
accept direct visa applications by applicants, except cases indicated in 2 below. (However, there may be
cases where applicants will be requested to appear in person for an interview to the designated
consulate or consular offices.)
1. Application filed through accredited agencies
Effective 30th of July, 2007, visa applications at the Consulate‐General of Japan at Manila must
be made through agencies accredited by the Consulate‐General. All applications through these
accredited agencies will be accepted at the Consulate‐General of Japan at Manila.
2. Exceptions for application through accredited agencies
Direct applications may be accepted at the Consulate‐ General at Manila, Consular Offices in
Cebu and Davao for the following specific cases:
 Diplomatic or Official visas
 Visas for invitees by the Japanese government organization/ institution, independent
administrative agencies of Japan
 Visas for invitees of Japan local governments or national/ municipal educational
institutions of Japan to participate in educational/cultural exchange programs and youth
exchange programs
 Visas for scholarship awardees sponsored by the government of Japan
 Visas for commercial purpose of employees of joint venture company or a branch office
of a Japanese enterprise listed in the Japanese Stocks Exchange or a member of the
Japanese Chamber of Commerce and Industry in the Philippines.
 For cases requiring humanitarian consideration such as serious illness of relative in
Japan. (This include cases wherein the applicant has custody of the biological child of a
Japanese national and the purpose is to raise that child in Japan by himself / herself.)
Note: The existing registered agencies of the Consulate Office in Manila for entertainer visas and
Nikkeijin applications will retain their accreditation. For Nikkeijin (Japanese descendants born before the
end of World War II) who have a Certificate of Eligibility, the Consulate‐General at Manila, Consular
Offices in Cebu and Davao will continue to accept applications filed directly by these applicants.
3. APPLICATION PROCEDURE
(1) Applications filed through accredited agencies
Applications will be accepted from 8:40 to 9:40 a.m. weekdays except for Wednesdays.
After accepting the application, a receipt stating the verification date will be issued to the
accredited agencies.
If the examination of an application is not completed by the verification date, the additional
required documents or reasons for the delay in processing will be noted in the receipt. If you
wish to know the status of your application, please inquire with the accredited agency.
(2) Applications not filed through accredited agencies
For cases indicated in 1 (1) to (4) above, the application procedures are as follows.
 Consulate‐General at Manila
Applications will be accepted from 8:40 am to 11:00am. weekdays except
for Wednesdays.
A receipt stating the verification date will be issued foraccepted applications.
 Consular Offices in Cebu and Davao
Applications are accepted weekdays from 8:40 am to 12:30 pm. After an application is
accepted, applicant will be contacted by telephone, etc. on when to report at the
consular offices.
TOURIST / VISIT FRIENDS or DISTANT RELATIVES
 Purpose of going to Japan is on package tour/ exhibition/ visit friends/distant relatives (cousins or
further relatives)
REQUIREMENTS
All documents must be original unless otherwise stated.
1. Philippine Passport
 Broken lamination of the photo part is not accepted.
 Must have signature and at least two (2) blank pages.)
2. Visa Application Form
 Also available at the entrance of Embassy or through accredited agency
3. Photo
 4.5cm x 4.5cm, white background
 Photo must be pasted on the application form.
4. Birth Certificate of Applicant
5. Marriage Contract (if the applicant is married)
 (4 & 5 Must be from NSO Main Office / Serbilis Outlet Center (Nationwide) issued within one (1)
year.) In case of non‐record, you must submit certificate of non‐record together with the one
from Local Civil Registrar.

in Tokyo, or get one from visa gate of the Embassy.)
 The applicants may be required to appear in person for interview etc.
Notice
Applicants are given three (3) months to submit additional requirements.
Otherwise application will be terminated. Documents submitted for application will not be returned.
Applicants can get information from accredited agencies when his/her application is pending. When visa
is granted, Visa FEE is gratis for this category. (Philippine passport holder) When visa is not granted, the
reasons of denial will not be disclosed. Applicants may apply again after six (6) month with same

MULTIPLE‐ENTRY
ELIGIBLE APPLICANTS
Please read carefully and bring the proof that you are eligible
I. A company executive Or manager, or a company employee who has
been working full‐time for at least one ( 1 ) year in any of the following
(including IT engineer) :
1. A Public (Government) Enterprise
2. A private enterprise which is listed on the stock exchange (either
PSE or foreign Stock Exchange)
3. A Private enterprise which is based in Japan, or has office in Japan,
and also a member of Japanese Chamber Of Commerce And
Industry In the Philippines
4. A joint venture company, a subsidiary company or a branch office
of a Japanese enterprise which is listed on the Japanese Stock Exchange
5. A private enterprise with constant business transactions with a
Japanese enterprise listed on the Japanese Stock Exchange
6. Among the Top “1,000 Philippine corporations in terms of gross revenue”
II. An artist (Fine Art, Literary Art, Music, Stage Play, Dance), or a specialist
in the humanities (Literature, Law, Economics), or a scientist (Technology,
Medicine etc), who is internationally well known or has relevant
accomplishments
III. An amateur sports player, nationally well known or has relevant
accomplishments
IV. A full‐time professor, assistant professor or lecturer of a university or a college
V. An executive or director of a national or public research institution or a museum
VI. A Senator, Congressman, Governor / Vice‐Governor of a Province, City
Mayor, Bishop of the Roman Catholic Church, Medical Doctor, Lawyer
or Certified Public Accountant
(If a multiple entry visa is granted, it is valid for five (5) years for “I.” and
one (1) year for “II” to “VI.” above.)
REQUIREMENTS

4. Employment Certificate (it must include Date of Recruitment and
Present Position)
Owner of a company should submit a copy of “Certificate of Business
Name Registration” issued by Department of Trade and Industry or
Philippine Securities and Exchange Commission
5. Social Security Card Copy
6. Any Supporting Documents which proves that the applicant /
applicant’s company or institution is eligible to this category.
7. (For Applicants Applicable “II” to “VI” above) An Explanation Letter with
reasons for requesting Multiple‐Entry Visa, or an Invitation Letter from
a Japanese Counterpart including above reasons.

Application Procedure is the same as applying “Commercial Visa or “Attend Conference”
VISIT RELATIVES
Purpose of going to Japan is to visit relatives (parents, sisters,/brothers, or aunts/uncles,
nieces/nephews) Spouse of a Japanese who wants to live together with husband should have Certificate
of Eligibility.
REQUIREMENTS
All documents must be original unless otherwise stated.
1. Philippine Passport
 (Broken lamination of the photo part is not accepted.
 Must have signature and at least two (2) blank pages.)
2. Visa Application Form (Available at the Embassy Website or at the entrance of the Embassy or
through accredited agency)
3. Photo
 (4.5cm x 4.5cm, white background)
 Photo must be pasted on the application form
4. Birth Certificates to prove relationship (*see below)
5. Marriage Contract (if the applicant is married)

Note: for cases wherein the guarantor is the relative in Japan, the foreign registration certificate
from city hall (issued within three months)

This requirement list is also applicable for Spouse or Family of a Japanese
who registers “Zairyu Todoke” to the Embassy of Japan in the Philippines.
If the Japanese spouse is living in Japan, this requirement list is not
applicable In that case, please prepare documents listed on “Visit Relatives.”
Spouse of a Japanese who wants to live together with husband in Japan
should have Certificate of Eligibility.

Certificate of Eligibility), please prepare documents listed on “Visit Relatives.”
